One of my girls tails bobs significantly more than the rest and always has. They have about 40, members, some of whom have decades of experience owning parakeets.

I am not sure if parakeets can have anxiety but I think mine does. He does not like our hands but will allow us to kiss him and he cuddles with my son and loves to sit on my hand while I hold my phone.
He likes to look at his reflection. Any noise or my hands freak him out. I think he likes me because if I leave him in the room with music he will scream and squawk until I go into the room, then he calms down, flies out and then a few minutes later goes back into his cage. And just take your time.
Time and patience are on your side. If you can do both, he will one day, be your best friend. The best way to catch him, if he gets lose, or is out of cage, is to make or buy a butterfly net.
They are used to catch insects and butterflies, and it will be much easier on him than a wash cloth. That is a pretty strong statement about him mocking your existence. I really hope you were just writing those words out of frustration.

Consider the fact that you are new to your bird and that you are so many times larger than it, which is reason enough for it to be stressed. Unless your budgie has been with you since birth or hand raised, your budgie will see your hand inside its safe spot as an invasion of privacy.
Such behavior demonstrates that you are not welcome to put your hand inside. If your budgie is flapping around in its cage, then you need to investigate the cause of its restlessness. Everything from new pets to a new wardrobe needs to undergo extensive budgie friendly evaluation. You have to give your bird time to get acclimatized to its new home.
And, never attempt to push a bird to settle at your pace. You may even further the level of fear in your bird if you do not give it the time it needs to settle in comfortably.
